Whats gone rusty?

hi everyone

Can someone tell me whats in this picture...its rusty and so qualifies for me replacing it but I don't know what it is or how to get access to it.

Its beneath the passenger windscreen wiper, there is a plastic housing inside the bonnet space but its not obvious how to get inside it.
