Belt alternator problems

Hello,



I'm the owner of a Rover 214 vi 16v with aircon and I've a problem with adjusting the alternator belt. This is the diagram:







I've followed this instructions from Technozen: http://ift.tt/1yhLn9E but i can't tighten the (11) bolt because the bolt is loose, looks like it has been released from the (13). How do i fix it? Is possible to gear the bolt again?



Sorry if i'm not clear enough but i'm spanish and i might not been good enough with english to explain something that technical.
