sand bag

Just wondering if it is common practice to keep a bag of sand under the bonnet in place of the spare wheel ??????



The last owner of my tf has left me with a bag of sand and carpet underlay glued in and around the spare wheel bay !



Is this a necessary attempt at keeping the front wheels down or just dead weight ?
