Rover 45 lacking low down power


Hi,
My Rover 45 diesel seems flat until above 2000 rpm. It runs well, with no smoke and is doing 50+ mpg. I won't mind except I tow a caravan so really could do with some extra grunt!
I have checked the timing and it was retarded -2 when warm so have checked that again yesterday by putting locking pins in to check everything lined up and they did. So I just followed the Haynes manual to torque the cam pulley and this seems to have advanced the timing (didn't have my OBD reader) so will check that today hopefully.
So having done some reading on this forum starting to think I could have a MAF problem? I had a look on DMGRS but couldn't see one for the L series, have seen Pierburg ones recommended and have seen some cheapies on ebay for £25. Just wondering what to try or should I give mine a clean to see if that helps?
