losing power

ok got a rover 25 1.4 2005 my problem is you drive off sometimes it feels like the choke comes on if you put your foot on the clutch and rev it stays the same take it out of gear foot off the clutch rev it back to as it was before, some time it plays up more than once or not at all, i have put a new fuel filter on fuel pressure is just under 3 bar changed the stepper motor and the black thing that has a rubber pipe to the throttle body have done the key on pump pedal 6 times to reset it has got a code p0141 thats the next thing to look at thanks if you can help
