servicing issues

went to change oil and a few other things yesterday and got a few issues



1, how do you get into the oil filter? i see it through the front arch, but do you need to take that tray at the bottom off? if so, without really high ramps, can you?



2) when i had the cover off to attempt spark plug change, i noticed this...







kinda t-piece tubing (yellow plastic), but both ends are actually disconnected



what is this and any advice as to how to fix?
