Commission number question

Hi i have now brought a MG ZS 180. The reg number checks back to a genuine ZS on the insurance database, MG Rovers EPC reg check and a HPI check. The commission number starts ZR. Is thsi jujst because of a mistake at the factory or are they all like that?
