Decat issue

Hey guys. So I bought a TT exhaust and decat. Issue is it's sounds like an apocalypse is coming down the street. So wanna fit the cat back on.



The decat has cat saving bolts on? But it doesn't budge, its essentially welded on via rust. What's the trick with them? Also my bolts for the hanger are near on sheered, how do you get the old bolt out easily?
