rover 75 v6 2002 air conditioning problem

I have been facing some problems of my air conditioning although now is winter here. Just this week I felt that the aircon is not cooling anymore when turn on either auto or econ mode. The aircon still comes out with strong wing but only cool wing (guessing is from outside of air) not cold wing. I have also noticed that there are some noise on the back of outlets (will upload voice record later). Have checked compressor, it works just fine (maybe).



Just a question, I can see there are two silver metal tubes which got an air vent with signs "H" and "L" on each in the left hand side of engine. Are they the tubes that carry refrigerant to compressor？？If so, will the surface cooling down when normally turn on the aircon?? coz my last car (not rover) has similar tubes, I can even see frost covers on it.
