Won't start first time after Service

I decided to try and service my car myself (for the first time ever!). I followed all the tutorials and the car is working, except for one issue. It won't start first time from cold and requires turning the key 2 or 3 times before it starts then it judders a bit before I rev it and it seems fine.
The car is a Rover 25 2001 1.8 Automatic petrol.
I changed the following:
* Spark plugs
* Fuel Filter (I'm not sure if the filter is directional. It seems to be labelled with an "out" which is connected to the "top" hose currently)
* Air Filter
* Oil and oil filter
The car seems to drive fine and once the engine has warmed up it starts up first time. Fuel consumption seems fine. In fact, if my Road Trip app is to be believed, it did 35MPG on the last tank.
My gut feeling is that I've done the fuel filter or spark plugs wrong. I did the plugs one at a time so I know I connected them in the right order. The fuel filter is definitely not leaking but I forgot to check the direction on the old filter. The filter has writing on it, so I installed it so that the writing is the right way round and readable. I looked at it yesterday and noticed that it is marked with "OUT" on what is currently the top end.
