green filter k4.80 preoiled?

hi everybody, does anyone know if the green cone filter k4.80 is preoiled? i bought one from demon tweeks, asked them if the filter is preoiled and they say: yes we asked it directly to the supplier.

but if i touch the filter it doesn't seems greasy/oily at all..
