What the ffffffff is that!?

Hi all,

I've just spotted a car being broke on ebay and its got a strange panel.





What is the black thing at the top of the pillar covering the paint?



I've just finished painting my TF and i dont have this bit, mine is coloured right to the top.



What does it do, why is it not on my car? and can i fit it if it makes it better? :D
