Rover 100 heater?

I've just bought a Rover 100 cabriolet that has been stood around 5 years that needs a bit of bodywork doing but prior to starting anything I had a look to see if the engine was operating correctly, it starts up first time and runs nice but the coolant seems very mucky and oily, also at first I could not get any heat out of the blowers.

I drained off all the coolant, opened the two bleed screws and then started to run cool fresh water into it to clean out the system, I noticed there was no water coming out of the bleed hole in the steel pipe and found it was blocked, I cleared the blockage and got the water flowing out of all the holes.

Once the water was running clear I closed the bleed screws topped up the system and added two dishwasher tablets to flush the system.

I ran the engine up to temperature and put the blower on but could only get cold air out of the facia vents, I checked the pipes leading to the heater matrix and they were hot so I moved the heater control to the demist position and got hot air coming out, I then put it to the footwell position and again I got hot air but when I put it to the facia vents all I get is stone cold air.

Are the facia vents supposed to blow hot or are there just hot vents for the footwell and demister, I say this because on the facia vents, the wheels to turn them on and off has the off position but on the on position it has a blue dot which would intimate cold only.
