What on earth is this on my paintwork?

Whilst washing the car today i noticed something odd on top of the N/S wing, cant really explain it so here are some pictures















it is quite difficult to see, but it looks like the paintwork has been smudged? or something nasty has been poared on? i cannot feel anything with my finger so it could be underneath the clear coat?



Anyone have any ideas?
