Radiator fan not kicking in?

My silver 1.8mpi is nearly finished but an old problem has resurfaced, on Tuesday while finishing fitting the bumpers, bonnet boot and other bits I left the engine running for around 40 minutes, it was only when I looked in the car at the temp gauge I noticed it was in the red but my radiator fan wasn't on, I put the heater blower on and that lowered the temperature after a few minutes.

Today I went to finish a few bits on the car but noticed it had dumped all its coolant over the floor after cooling down from its overheating experience, on inspection it looks like it has come from the thermostat housing and I think I know why but that isn't the issue.

I need to know why the radiator fan isn't kicking in, I have taken off the connector at the sensor on the exhaust side of the engine with the engine running and the radiator fan kicks in just fine so the fuses are ok and the fan is ok, so what do I change, I have looked on this thread http://ift.tt/1HFbhKF and at this comment (Take the engine cover off, take off the lead to the coolant sensor and start the engine. The fans should run. If not it's not the sensor and you'll need to look elsewhere.) does this mean the sensor might be faulty if so does anyone have the part number handy for a 1997 1.8mpi engine temp sensor or could it be something else.

I suspect this is why the car was sold in the first place because I have had it stored for a couple of years after buying it as a non runner that had had £1200 spent on the head gasket but was still losing coolant, I know where the coolant is going but need to know why the fan isn't kicking in.
