R200 Handbrake (drum)

Mot looming and the r214 is suffering with a below par handbrake. On investigation its v poor on one side, just on h/b operation, main brakes great. I looked at the auto adjuster and suspect it is not working properly. Any advice appreciated...

Specifically I noted the auto adjuster knurled wheel does not turn, and penetrating oil and effort won't get it to do so. Is this riveted on solid or should it turn?
