Rover owners: Tricky bolt

I haven't been working on this car for very long but I've found that working on the car is a series of annoying bolts that are a ***** to get to.

The bolt in question is the timing belt cover. It's the lowest bolt I've tried taking off the inner wheel arch protection. Tried taking off the protective plastic underneath. Tried with a socket and spanner still no avail.

Any tips would be greatly appreciated.
