Problems with starter or delco,on my rover 620 petrol.. need advice.

Hello people here in BG is winter with lots of snow and -20 degrees,
last year on my rover 620
i bought new DENSO spark plugs they was best possible they are iridium ,
i also bought new
car ac battery its called EXEDY 64mah brand new i bought it like november or december i dont remember very well 3 years warranty everywhere in my country bg,
But my problem staill remain
my car starts extremely hard and slow, lets clarify
here is snow -20 degrees before 2-3 years i changed my starter with USED SAME GENUINE but i guess its dead as well,when i try to start my car i must try to start it like 50 times to start
as i told before spark plugs are new
,car ac battery is new
decent cables silicone ones,
is it worth to invest to new starter?
i also use expensive oil unfortunately it doesnt help me i use motul 5w 40 or 10w 40 or repsol 10w 40
my car is year 1994 so its before face lift my starter is brand MITSUBA/ MADE in europe by valeo.
on ebay they are brand new starters and they cost arm and leg...
Do facelift models use better starters please advice if i buy new facelift starter will it be better or better stick to mitsuba made by valeo in EUrope ?
i use this sort of tricks but still doesnt help - i switch from off to on so i can hear my pump petrol several times and my oil level is going up i also start for 2-3 seconds my headlights so my car battery became more alife,after i shut down everything i start the car but even with my tricks its still doesnt help.
so the problem its not the oil i guess its crappy starter...

People i forgot to mention that my delco died before years and i bought used and i replaced it,can delco be the problem as well !?
When weather is hot i dont have any problems and my car starts from 1st time when temperature drops below
0 or its close to 0 i got this problem i have this each year so i am frustrated a lot.
Also after i start my car and if i shut it down and if i start it again after lets say 6/12 hours it starts from first time if i start it up after 24 hours same mizery....
very tought start. after like 50 attempts from starter to start it i dont know if its starter or delco or other thing.
