Turbo shaft play

Hi again chaps, got sent a second hand turbo from an rover scrappie dealer, after a HUGE amount of hastle getting it actually delivered by the cowboys called yodel, I'm thinking that after all that, they have sent me a knackered turbo, after specifically asking them to check for shaft play etc.
Question is, how much side to side shaft play is acceptable? There's a good 1mm play allowing the blades to practically touch the casing (not quite touching, but extremely very nearly..). Also I notice, the wastegate is positioned in the fully closed position, which is not good. Looks to me like its very nearly had it?
I'm no turbo expert though, so any advice is much appreciated..
