Heater Really Poor

Is this normal.

Firstly no matter if I point the dial at feet,body or windscreen, air always comes out of the two vents above CD player? The only way to stop them is to shut the vents?



Also it seems that regardless of air con being on or not, the heater dial only does cold air if it's completely to the left ie on the coldest setting. If I love the dial less than an inch upwards the air is pretty warm. It seems a bit inaccurate. Also for any change in temperature it takes about one minute before the vents adjust it's not instant.



Could anyone confirm it this is normal. Many thanks
