ABS problem

Hi.There is annoying clicking noise from somewhere under steering wheel at low speed.If i just touch brake pedal noise stops for a while and starts again.This happens at speed under 50kmph and if i brake ABS starts to work,pedal pulsing.When driving above 50,60kmph everything is ok.It is something with ABS but the light for abs is not on.What could it be?
