Flat Battery

I have just returned the car to the road after six months in the heated garage (it gets cold in Finland) with the battery disconnected.
I have discovered that the battery is being discharged after a short time (few hours).
I have tried several batteries and it is not a duff battery.
I have now noticed that there is a continuous small "whistling" sound from the back bulkhead in front of the boot.
Removing fuse F7 (15 amp) from the under bonnet fuse box causes the noise to stop and prevents car from being started.
The decal, on the fuse box lid, suggests this controls the stop lights and horn.
Reading the workshop manual suggests this fuse controls the ECM and multi function ECU (don't you love these quirks).
Has anyone had similar problems and can anyone suggest a fix?
Maybe this noise is normal.
