HELP, can't get cam belt on

I have done my head gasket and am putting everything back together but I can't get the cam belt on.



I have the all timing marks in the right positions but cannot get the belt tight enough between the bottom section and the cam pulley, no matter how hard i pull on it, it just won't go on tight. also once it's on the first cam pulley i don't seem to be able to get it on to the second (I tried just because I was few up)



Anybody got any advice, I'm probably missing something obvious. I do remember it being a pain last year when I changed the belts but not this difficult.
