Rover owners: Poly bush question

How should the replacement large polybush be fitted? on the original the washers would push the metal inner together and the rubber is bonded to the inners , with these large polybushes if I tighten them in the same way the washers will be trying to squash the outer part of the bush the only way as I can see is to turn the washers around so they are firstly pushing the metal inner....or am I missing something and being thick?????
