Whining noise (TF 160 VVC)

I think I know what this will be, but I just want a bit of reaffirmation.



The car has a revs based whine, which is louder if the car has just been started.



Would this basically be the timing belt tension? It's driven 1000 miles like this so far, and works like I'd expect it to. How easy is it to adjust the tension, and is there any set specification?



I know the head gasket, water pump and belts are all less than 2 years old as a receipt proves this.



What would be the long term effects of a over tensioned belt?
