Coolant tank cap

Have noticed that there is a whistling sound coming from the coolant tank cap. I think I have read somewhere that the cap needs to be changed annually as they deteriorate? Is this correct? do you guys think this is whats causing the whistling? should I change my cap? and could someone clarify the reasoning for this?
