Creamy coolant

I have a zs 180 and I have found the water to become creamy over time I've had the head checked and that's fine I also used some Steel Seal but I'm still finding the water to be creamy I've flushed it in numerous occasions but I'm not finding any cream on the oil I have read it could be the oil cooler any advice?
