Fuel Gauge Help

I think I could have a problem with my fuel gauge. The picture below shows the fuel level after putting just £40 worth in the tank when the needle was sitting on the top of the red line. The total amount of fuel put in was 33ltrs and the gap between the full and empty are the same as the standard dials so my question is this. Is my question is this, I’m I showing too much fuel in the tank or does the tank show empty when there is a good 25 to 30ltrs still in it?

Does anyone have any ideas or has a similar problem?
