jiggle valve

im just doing the thermostat and inlet manifold gasket. 2 question;



1. should i be able to pour water through the jiggle valve and it come out the other side?



2. should there be a gasket between the thermostat housing and coolant rail? iv got the rubber o ring around the thermostat but there was no gasket when i took the coolant rail off
