Is my shock broken

After lowering my car about 55mm the passenger rear side is about 15mm lower then the drivers side which causes the passenger size to scrape over speed bumps and pot holes,i bought the shocks and springs second hand and all the shocks looked good and the springs were sat correctly, any advise on what it could be?
