Headlights: odd dipped/main arrangement?

According to my handbook, the inner lamp unit should be the dipped beam (and parking light), and the outer the main beam. On my '02 45 Impression, the outer is the dipped and the inner the main beam (and parking light). On main beam the dipped remains lit. The dashboard warning light operates correctly in main beam.



Is this a fault, and if so what could be crossed over? If the h7 type bulb gives a dipped beam and the h1 type main beam, could it be that the switching is crossed, and someone has swapped bulbs to match? Should the dip remain on in main beam?
