Broken lower speedo cable

HI guys,

Lower cable broken about 2" above the speedo drive The broken section won't pull out of the drive appears jammed.Should i undue the small bolt?will that release the drive or is it likely to disappear into the box

I have done fair bit of tugging but does not want to budge.

Would like some advise before I go any further.
