Head lights (dipped beam) come on with delay

Hope anyone can help me. Since a while my headlights (dipped beams) take a while to lit up after I switch on the engine. Time it takes vary. Sometime it can take upto 15-20 seconds, specially when the engine is cold.

Side lights switch on right away but dipped beams take a while.



How can I solve this?
