the bush to subframe bolts that are solid

Rover 75 CDTi 2L. Bought a pair of bush and housing suspension assemblies-lower arm for my local garage to fit but they tell me they can't undo the bolts and have broken a socket trying. It's a one man garage (English) in Spain with a good reputation but I'm lost where to go next! They say I need a garage with more sophisticated gear to undo the bolts. What can they mean?
