Dumb question - fuel pump!

All the "how to's" I've read don't tell you that you need to remove the bar above - and I don't mean just the plastic cover. If that's the case how the heck do you get the bolts out of the pump plate that sit under the bar then? I've got one out but the other's tight against it and can't undo any further?? Will the pump assembly pull out with the bar still in place?
