rover 25 heater/blower only works on 3 and 4

hi just bought a rover already got lot of great info from this site ie the snow flake button i thought it was some sort of ice setting not the ac lol but my rover 25 seems to only blow on setting 3 or 4 does that mean the switch needs replacing or could it be something else.
