Strange 45 Ignition issue after fuse change :(

So... it begun, when the radio/acc plug etc blew. I read up that it was 19 if i remember correctly. When taking a look at the under dash fuse box, this slot was empty. I inserted the apparent 15 amp fuse that i needed. Took a look at the clocks, and all the ignition lights were illuminated(engine man., battery etc) i thought this was strange as the keys were in my pocket. i put them into the ignition to start the car, it started fine, but the Radio still didnt work. so i turned the car off.... only i didnt. it kept running. everything youd expect to go off when turning the car off did. other than the engine. i had to stall it to force it to stop. then i removed the fuse id inderted, and the dash is completely dead when i try to start. the fans work when ignition is on. basically how they should. but no dash lights and nothing from the engine. any help pleaseeee? :(
