Tonneau Dust

I recently bought a (used) tonneau for the TF which looked in excellent condition. However, after a few days I noticed it was shedding an Orange dust like substance, onto the rear parcel shelf and also the hood, which I assume to be the foam layer between the PVC outer and the cloth inner deteriorating.
I was wondering if anybody has found a solution to this, either spraying with some sort of sealer or applying a self adhesive backing maybe.
It would be a shame to scrap the cover, as it is good in every other way, but the dust gets everywhere.
