Brake caliper bolts stuck

So in trying to remove the calipers I have found.... you cannot.

The 17mm bolts holding it onto the hub have seized.

I've tried spanners

Bigger spanners

Hammers

Blow Torch and breaker bar

Blow Torch and more hammers

WD40 and hammers

and it won't even budge...

I'm not being stupid and not realising it's a reverse thread or something no?

I mean there was enough rust on the caliper that fell off to wonder that there was any caliper left but I can't get ANY access to put a rattle gun on it.

Any ideas?
