accelerator hesitancy

sort of the only way to describe it, the 75 CDTi a mate has bought seems to have what he describes as a hesitancy like "its choking itself" in his words, he says it'll get him from A to B but feels like its holding back on him, without driving it myself, i can't describe it myself, hoping this is something someone else has come across, or can an OBD be used on it?
