headlamp height adjustment not working

hello.
the right hand side headlamp on my 75 does not adjust up and down when I turn the switch on the dash and does not adjust up and down when I turn on the ignition ad it used to do. the left hand side one works fine.
I have tried unplugging the plug and inserting it again hoping it was a bad connection but apparently not.

is this a thing that normally goes wrong or what are the experiences regarding this problem?
I tried searching but only found one thread mentioning that the wires could be rubbing against the cross-member somewhere behind the bumper?
