Flashing 3rd brakelights?

Hey all



So recently at a track day, i saw a number of cars going round that had flashing 3rd brake lights, they would flash 4 or 5 times before returning to solidly on, now i found this to be a great idea as it really attracts your attention to the car braking, so would be especially useful on motorways when slowing down, or on track days



is this a kit you fit to your car? what are the legal viewpoints on these?
