loseing my rag, 1.8 sticking

anyone help me please, had the same problem last year when i put a 1.8 into my rover 25, the revs would stick for example normal reving would stick to what ever i rev it to and while changing gear the rev's will rise as u press the clutch in, sadly crashed the car but kept the engine as it is mint, now the engine is back into my new car i have the same problem again, idles fine but as soon as you press the gas the revs will stick to what ever you rev it to, same again with changeing gears. enigne has had the head, water pump and cam belt done around 5,000 miles ago (to me mint engine) the butter fly does not stick as the revs are still stuck when its closed, have also tryed another throttle body and still the same also tryed iacl and throttle rest and no joy, anyone please ?
