Unregistered CityRover (TATA version) for sale

Anyone fancy this piece of MG Rover history? Seems like it is the last survivor of a batch of Tata Indicas brought over by MGR during the development of the City Rover. This one has never been registered. The owner also says it will not start and does not know why! If anyone has an MGR museum.. this belongs in it.
