Hood recess question.

After flipping my hood up to access engine cover found some manky bits of foam attached to the bit of the hood which slots into the body recess. Does anyone know if there should be anything in there to pack the hood or would this be something a previous owner has put in to stop a rattle etc.

Any info welcomed.
