Rust bubbles

Bought a ZR - it's extremely tidy, except a tiny little bubble forming at the very front of one wing, and a small round patch where the rear MG badge was.

I tried to sort similar patches out on a previous car and made a right arse of it, so I want to get it done properly.

Popped in to my local car body place today, and the bloke came out and after making a **** joke about rovers said it would need the entire panel and boot stripping and painting - £340. I assume that's his way of saying he doesn't want the work.

I know arches are a bit more discrete, but has anyone fixed a bubble in the middle of a panel/boot/door etc and managed to make a really good job of it? I don't believe it would need the entire boot stripping and repainting surely... though I'm no expert!
