Upper Control Arm

Had to buy a new O/S as bushes were worn . A new one cost me about £22 so a mechanic came and fitted it. Upon inspection the 2 bolts that are at the end were in a very loose state so when he assembled the arm , he tightened them up. After a day the car started creaking like an old door. So I bounced the suspension up n down and found that the creaking came from the Bush area. So I called him out to fix the problem , first he WD40 the bushes to no avail so then he loosened the bolts until the creaking stopped. Now the suspension knocks and clunks occasionally.



Question is , should these bolts be tight or not ? because either way at the moment , I get creaks , groans , clunks etc etc .
