Cambelt - Manual Tensioner

I'm currently rebuilding the k-series engine back together in my 200. However, I am having a bit of trouble with the tensioner.
This is a picture before i removed the tensioner
Now as I have put the head back on, I'm getting the timing right. Using the same cambelt and tensioner (I only replaced them 1 year and 1/2 ago). Looking in the manual is says that the spring does all the tension, however if I tighten it where the spring holds, the cambelt is very slack. And the tensioner position is only half way, where as in the photo before i removed it the position of the tensioner is on full upwards.
Has it been previously over tensioned before? Or shall I just tighten the tensioner back in the same position as before? The belt isn't slack when i hold it on full tension but the spring is loose.
