Respray question

About a year ago, I needed to replace the front wing due to excessive rust, when I got new wing, my friend sprayed it. It looked good, but now I'm seeing it now and its looking like it has a matt finish, rather than a shiny finish, like the rest of my car. What would I need to do to get it shined back up again, will it need another coat or something, or could I t-cut or something. Cheers for advice.
