need a second fob freelander

just wondering my l series freelander needs a second fob basicly every time I turn it of I have to press the fob to restart it same as the rover 25s I have the older style keys same as the rover 25 what do I need to do to get a new fob programmed or can a seconhand one be programmed in. or can I send the ews with the one fob I have for some one to program a new fob. also is the ews matched to the ecu
